Expands the definition of "alternative pupil" under Minnesota Statutes 2016, section 124D.09, subdivision 4 to include 10th grade students not enrolled in public school districts, including nonpublic school and homeschooled students.

Requires 10th grade alternative pupils to have received a passing score on the 8th grade Minnesota Comprehensive Assessment in reading, or an alternative reading assessment accepted by the enrolling postsecondary institution.

Restricts 10th grade alternative pupil enrollment to career or technical education courses offered by Minnesota state colleges or universities, subject to the same conditions and restrictions as other 10th grade students.

Requires alternative pupils to register with the commissioner of education before participating in the postsecondary enrollment options program, with registration procedures developed in consultation with the Nonpublic Education Council.

Appropriates an unspecified amount from the general fund in fiscal year 2018 to the commissioner of education for additional general education aid payments required by this expansion, effective for fiscal year 2018 and later.
