Changes the effective date of compensatory education revenue calculations from fiscal year 2015 to fiscal year 2018 and later for school districts not in the top 20 largest pupil unit counts.

Increases the compensatory education revenue multiplier from $415 to $839 times compensation revenue pupil units for non-top-20 districts beginning in fiscal year 2018.

Establishes an alternative calculation for top-20 largest districts: the greater of $1,400 times eligible free and reduced-price lunch pupils, or the formula allowance minus $415 times compensation revenue pupil units.

Specifies that compensatory revenue follows students when districts contracting with alternative programs or fiscal agent districts for area learning centers change prior to the school year start.

Effective for fiscal year 2018 and later.
