• Changes Minnesota Statutes 122A.40, subdivision 10 to require school boards and exclusive bargaining representatives of teachers to negotiate unrequested leave of absence plans, removing the option to make this negotiation voluntary.

• Adds new subdivision 122A.41, subdivision 14a establishing the same mandatory negotiation requirement for unrequested leave of absence plans in cities of the first class.

• Repeals existing Minnesota Statutes 122A.40, subdivision 11 and 122A.41, subdivision 14, which previously contained detailed procedures governing unrequested leave of absence including seniority rules and reinstatement provisions.

• All changes are effective July 1, 2018.

• Maintains restrictions on seniority exercise by teachers holding provisional licenses and reinstatement procedures during the negotiated process.
