Repeals the Perpich Center for Arts Education's authority to operate the Crosswinds school in Woodbury by eliminating Minnesota Statutes sections 129C.10, subdivision 5a and 129C.30, effective July 1, 2018.

Directs the Commissioner of Administration to offer the Crosswinds school property for sale at fair market value as soon as practicable after July 1, 2018, after determining the property is no longer needed for its original governmental program.

Exempts pupils enrolled at Crosswinds during the 2017-2018 school year from generating declining enrollment revenue for their home district or charter school for fiscal years 2015-2017.

Allows current Crosswinds students to continue enrolling at the site in subsequent years if a school district or charter school operates a school there.

Requires the Department of Education to calculate compensatory revenue, literacy aid, and alternative compensation revenue for the 2018-2019 school year based on October 1, 2017, enrollment counts at the Crosswinds site.
