Amends Minnesota Statutes 2016, section 124D.165, subdivision 4, to modify eligibility requirements for early childhood programs accepting early learning scholarships.

Beginning September 1, 2017, newly opened programs can carry the rating of their affiliated program for their first two years of operation, provided the on-site director has managerial experience operating a three- or four-star rated program.

Defines "qualifying newly opened program" as a program in its first two years actively pursuing a rating whose director has prior experience managing a three- or four-star rated program.

Defines "affiliated program" as a program sharing ownership, management interest, or structural linkage with the newly opened program.

Effective the day following final enactment.
