Exempts transportation costs for homeless students and students in shelter care facilities from the annual special education aid increase limit for fiscal year 2018 and later.

Defines eligible transportation as costs for homeless students from temporary homes in another district to their school of origin, and formerly homeless students from permanent homes in another district through the end of the academic year.

Includes transportation costs for children in shelter care facilities as defined in section 260C.007, subdivision 30, as allowable special education expenditures.

Allows school districts to transport children without a school of origin to the same school attended by that child's sibling if the siblings are homeless or in a shelter care facility.

Makes amendments effective retroactively from December 10, 2016, and appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2018 and 2019.
