Appropriates $125,000 to the MacPhail Center for Music in fiscal year 2018 and $125,000 in fiscal year 2019 from the general fund to broaden access to music education in rural Minnesota.

MacPhail Center must supplement and enhance an existing program by providing individual instruction, sectional ensembles, group activities, workshops, and early childhood music activities designed in consultation with rural Minnesota music educators.

MacPhail Center may enter into agreements with schools upon request from music educators or early childhood educators to deliver music education programs.

Grants may be used by MacPhail Center for employee costs and related travel expenses.

MacPhail Center must submit an annual report to the legislature by January 15 describing online programs offered, program outcomes, students served, unmet music education needs, and detailed expenditures starting in calendar year 2019.
