Authorizes the commissioner to issue special Rotary International license plates to owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay a $10 additional fee per plate set, standard registration taxes, a $25 initial contribution, and a minimum of $5 annually to Rotary International District 5950.

Plates must include the Rotary International symbol and the phrase "Service Above Self."

Allows plates to be transferred to another qualified vehicle owned by the same individual for a $5 transfer fee.

Directs collected contributions to a Rotary International District 5950 account in the special revenue fund, with funds distributed to support Rotary's mission after administrative costs are paid; effective January 1, 2018.
