Adds a fifth priority allocation for positive general fund balances: compensation to the permanent school fund for school trust lands designated as peatland scientific and natural areas and 500 acres with old growth forest designation through condemnation under section 92.83

Provides compensation to the permanent school fund through a forest management lease with lease value equal to the net present value of standing timber on 17,300 acres of school trust land with old growth forest designation under section 89.17

Requires the commissioner of natural resources and school trust lands director to determine the amount necessary for permanent school fund compensation

Appropriates funds from the general fund to the commissioner of natural resources within two weeks after the forecast is released to meet these compensation requirements

Modifies Minnesota Statutes sections 16A.152, subdivisions 1b and 2, regarding budget reserve levels and allocation priorities
