Creates a new "postsecondary enrollment options impact revenue" component of general education revenue to compensate school districts for students enrolled in PSEO programs at the high school level.

Defines "PSEO impact revenue pupils" as the average daily membership minus the pupil's PSEO average daily membership, allowing districts to count students in PSEO programs for funding purposes.

Calculates PSEO impact revenue as the product of the basic formula allowance, the number of PSEO impact revenue pupils from the previous year, the ratio of grade 12 PSEO impact pupils to total average daily membership, and the factor of two.

Requires districts to reserve and use PSEO impact revenue to ensure sustainable educational offerings and programs at the high school level.

Includes PSEO impact revenue in both charter school general education revenue calculations and district general education revenue components.
