Establishes an Education Partnerships Coalition Fund administered by the commissioner of education to support coordinated education partnerships providing evidence-based services to children and families in communities experiencing poverty.

Creates three tiers of grants: Tier 1 sustaining grants for ongoing operations of existing programs ($4.1 million annually), Tier 2 implementation grants for expanding activities ($675,000 annually), and Tier 3 community planning grants for initial development ($200,000-$400,000).

Requires grant recipients to provide integrated supportive services addressing kindergarten readiness, grade 3 reading proficiency, high school graduation, postsecondary attainment, physical and mental health, career skills, parental engagement, community alignment, and remedial education reduction.

Directs the commissioner to develop program requirements, evaluation criteria, and core outcome indicators in consultation with grant recipients, with flexibility in program design and minimal administrative burden.

Requires biennial reports to legislative committees by December 15 of odd-numbered years starting in 2019, summarizing grantee activities, grant awards, performance measures, and recommendations for legislative changes.
