Appropriates $1,000,000 in fiscal year 2018 and $1,000,000 in fiscal year 2019 from the general fund to the commissioner of education for the collaborative urban educator grant program.

Distributes $250,000 each year to four institutions: Southeast Asian Teacher program at Concordia University, St. Paul; Collaborative Urban Educator program at the University of St. Thomas; Center for Excellence in Urban Teaching at Hamline University; and East Africa Student to Teacher program at Augsburg College.

Allows any unspent balance from fiscal year 2018 to carry forward and remain available in fiscal year 2019.

Requires each institution to submit a detailed report to the legislature by January 15 of each year accounting for fund usage, including the number of teachers prepared and demographic diversity of each teacher cohort.
