Districts or charter schools must contract with charter schools, Head Start, child care centers, family child care programs, or community-based organizations to provide voluntary prekindergarten services.

Contracting programs must have a three- or four-star Parent Aware rating and provide information to the district or charter school about program requirements.

Programs must apply to contract by October 1 each year, with districts or charter schools approving or disapproving applications by November 15.

Districts or charter schools must pay contracted programs on the same per pupil basis as the district received the previous school year and contract for at least 40 percent of pupils served the previous year or the program's capacity, whichever is higher.

Parents of eligible children must be offered the option to enroll in any contracted program, and the commissioner of education must notify districts of estimated pupil numbers and aid amounts by September 1 each year.
