The Student Inclusion and Engagement Act (SF2341)

• Requires schools to use nonexclusionary disciplinary policies and practices (positive behavior interventions, alternative education services) before removing pupils from class or dismissing them from school, except when immediate danger exists.

• Eliminates zero-tolerance policies requiring automatic dismissal and prohibits dismissal for disruptive conduct, insubordination, or similar charges unless the pupil creates immediate and substantial danger to self or others.

• Establishes mandatory re-engagement plans for pupils returning from dismissal, removal, or transfer, developed with input from school staff, pupils, and parents to help pupils successfully participate in academics.

• Requires schools to notify parents within 30 days after removing a pupil from class and convene a meeting to develop a plan using nonexclusionary practices and determine need for mental health assessment or services.

• Mandates professional development for educators on consequences of exclusion/expulsion, nonexclusionary discipline strategies, and alternative approaches including restorative practices and culturally responsive discipline; provides state grants to districts for these programs.
