Amends Minnesota Statutes section 624.20 to establish definitions for consumer fireworks, display fireworks, sparkling devices, and novelties, with reference to American Pyrotechnic Association Standard 87-1 and federal Consumer Product Safety Commission regulations.

Prohibits possession and use of sparkling devices or consumer fireworks on public property and restricts their purchase to persons 18 years of age or older, with age verification required at point of sale.

Authorizes local units of government to impose annual retail sales permits for consumer fireworks (maximum $350 for specialty retailers, $100 for other retailers) but prohibits fees on sparkling devices, novelties, or wholesale sales.

Prevents local governments from prohibiting the retail sale or display of authorized items at compliant structures meeting National Fire Protection Association Standard 1124 (2006 edition) and prohibits ordinances restricting novelty sales.

Allows cities and counties to regulate conditions of use for consumer and display fireworks through local ordinances, with city or town ordinances taking precedence over county regulations.

Effective date: June 1, 2018.
