Modifies the Minnesota State High School League's annual reporting requirement to make information available to the commissioner of education rather than preparing a formal written report for legislature.

Reduces the threshold for triggering an independent hearing on proposed eligibility bylaws and procedures from 100 to 25 parents or guardians requesting the hearing.

Requires the league to maintain a public docket on its website with historical and proposed eligibility changes, post proposed changes for at least 30 days before board meetings, and reconcile duplicate eligibility policies and procedures.

Establishes a fair hearing process for student eligibility appeals requiring the league to publish appeal criteria, indicate conditions and timelines for hearings, and provide reasons for denying hearings.

Expands the commissioner of education's annual review requirements to include complaints and lawsuits filed against the league, executive director performance reviews, affirmative action and sexual harassment policy implementation, and evaluation of proposed policy changes for legal compliance.
