Increases administrative penalties for licensees selling tobacco products to minors: first violation $75 to $250, second violation $200 to $500, third or subsequent violation $250 to $1,000 with mandatory suspension of at least 7 days and possible revocation.

Establishes signage requirements at all tobacco sales locations notifying customers that selling to anyone under 21 is illegal and requiring age verification by photographic identification for persons under 30.

Creates requirement for licensing authorities to develop alternative penalties for persons under 21 who violate tobacco laws, including options such as tobacco-free education, cessation programs, community service, and court diversion programs.
