• Requires athlete agents to register with the commissioner of commerce and establishes comprehensive registration requirements, including background checks, disclosure of criminal history, prior disciplinary actions, and financial integrity.

• Mandates that agency contracts include specific disclosures about registration status, compensation structures, services provided, and conspicuous warnings that signing may result in loss of athletic eligibility, with student athletes retaining a 14-day cancellation right.

• Requires athlete agents and student athletes to notify athletic directors within 72 hours of entering into agency contracts and establishes prohibited conduct including false representations, providing benefits before contract execution, and failure to maintain required records for five years.

• Becomes effective August 1, 2018, and repeals previous athlete agent statutes while renumbering certain provisions for conforming changes across Minnesota Statutes.
