Increases appropriations for school-linked mental health services through intermediate district grant programs providing up to $2,450,000 annually for fiscal years 2018-2019 to fund innovative mental health projects for youth in qualifying school units.

Expands homeless student support by requiring school districts to transport formerly homeless students to their school of origin for one additional year upon request and establishes professional development requirements for staff working with homeless students.

Establishes affirmative consent standards for campus sexual assault policies requiring all parties to actively express knowing and voluntary consent, and creates a sexual violence prevention grant program with up to $100,000 per institution for eligible postsecondary schools.

Creates a youth skills training program allowing students age 16 and older to earn secondary and postsecondary credit through work-based skills training with approved employers, with $100,000 appropriated for administration in fiscal year 2018 and $500,000 for grants in fiscal year 2019.

Modifies Postsecondary Enrollment Options Act to allow charter school students to enroll in remedial or developmental courses as part of middle or early college programs and requires school districts to provide technology access and building access during regular school hours for dual enrollment students.
