The legislature may not contract with vendors that discriminate against Israel or entities doing business in Israel, with required vendor certification of compliance and immediate contract termination without penalty if discrimination is determined.

State agencies may not contract with vendors engaging in discrimination against Israel, including refusals to deal, terminating business activities, or limiting commercial relations based on adherence to boycott calls or nationality-based discrimination without valid business reasons.

Both legislative and state agency contracts under $1,000 are exempt from the requirements, and waivers may be granted if compliance is impracticable or not in the state's best interests.

The provisions do not prohibit vendors from engaging in free speech or expression protected under the First Amendment of the United States Constitution.

The requirements become effective July 1, 2017, and apply to all contracts entered into on or after that date.
