Prohibits nondisclosure agreements from being imposed on any party in awards or settlements resulting from allegations of sexual harassment or sexual assault in the Minnesota Legislature.

Requires the secretary of the senate, chief clerk of the house, and executive director of the Legislative Coordinating Commission to submit annual reports by January 15 beginning in 2019 on all public fund payments for settlements and awards related to employee or employer misconduct, including settlement amounts, funding sources, and names of alleged violators (but not recipients or complainants).

Requires the commissioner of management and budget to submit similar annual reports for the executive branch starting January 15, 2019, covering awards and settlements for employee or employer misconduct by state employees.

Requires all political subdivisions (counties, cities, towns, school districts, etc.) to submit annual reports on settlement and award payments made with public funds, with the same reporting requirements regarding amounts, sources, and accused individuals' names.

Requests the University of Minnesota to issue annual settlement reports on the same basis as state agencies, and amends data privacy law to allow disclosure of harassment investigation outcomes to complainants while restricting further disclosure except to courts, law enforcement, and attorneys.
