Expands female genital mutilation crime to include parents, legal guardians, and caretakers who knowingly participate in or facilitate the procedure on a minor, in addition to those who directly perform it.

Establishes separate penalties: up to five years imprisonment and/or $10,000 fine for those who directly perform the procedure; up to one year and one day imprisonment and/or $3,000 fine for parents, guardians, or caretakers who participate or facilitate.

Eliminates consent as a legal defense to the offense, whether consent is given by the minor or the minor's parent.

Allows prosecution of parents, guardians, or caretakers even if the act occurs in another state, provided at least one overt act occurs in Minnesota.

Requires the commissioner of health to conduct education, prevention, and outreach activities in communities that traditionally practice female genital mutilation to inform residents and medical professionals about health risks, emotional trauma, and criminal penalties; authorizes the commissioner to seek private funding for these activities.

Effective date: August 1, 2018, for all criminal provisions.
