Extends the agricultural fertilizer research and education fee by ten years, changing the expiration date from June 30, 2019 to June 30, 2029.

Maintains the inspection fee structure of 39 cents per ton for fertilizers, soil amendments, and plant amendments, with an additional 40 cents per ton dedicated to the agricultural fertilizer research and education account.

Extends expiration dates for the Minnesota Agricultural Fertilizer Research and Education Council, the research and education program, and the research and education account from June 30, 2020 to June 30, 2030.

Requires registrants and licensees to retain invoices documenting fertilizer distribution amounts and inspection fees paid for three years.

Exempts products sold or distributed to manufacturers for exclusive manufacturing purposes from the inspection fee.
