Amends Minnesota Statutes section 13.643, subdivision 7, to classify agricultural research data maintained by the University of Minnesota as private or nonpublic data.

Classifies the following as private or nonpublic: names, addresses, telephone numbers, and email addresses of study participants; location of research sites and GPS data; and data on a University of Minnesota agricultural data analysis platform that identifies or could identify an individual or business.

Designates location data and unique well numbers for wells and springs as public data, unless protected under section 18B.10 or another statute or rule, and data from public water supply samples as public.

Permits the Department of Agriculture or University of Minnesota to disclose private data if there is a substantive threat to human health and safety, environmental threat, or to aid law enforcement, or with written consent of the data subject.
