Requires the commissioner to collect information on social factors including pornography that contribute to trafficking, especially of women and children, in addition to existing trafficking data collection requirements.

Expands penalty assessments for trafficking-related convictions to include violations of sections 609.27, 609.33, 609.352, 617.246, 617.247, and 617.293, with assessments ranging from $500-$750 for misdemeanors and $750-$1,000 for other violations.

Allocates collected penalty assessments as follows: 40% to law enforcement agencies for enforcement and training, 20% to prosecutors for training and education, and 40% to the Commissioner of Health for distribution to crime victims services organizations serving sexually exploited youth.

Establishes a "safe harbor for youth account" in the state treasury to receive and distribute funds for services to sexually exploited youth as defined in Minnesota statute.

Requires the Commissioner of Public Safety to report annually by February 15 on forfeiture proceeds distributed to crime victims services organizations, including amounts appropriated and how organizations used the funds.
