Directs the Legislative Permanent School Fund Commission to evaluate and make recommendations for governance changes to authorize the school trust lands director to work on behalf of trust beneficiaries

Requires the commission to submit its report by January 18, 2019 to chairs and ranking minority members of legislative committees with jurisdiction over environment and natural resources, K-12 education, and higher education

Report must include draft legislation if needed to implement recommended governance changes
