Consumer reporting agencies may not charge fees for placing, temporarily lifting, or removing security freezes, except for identity theft victims who provide a police report or case number.

Consumers may be charged no more than $5 if they lose their personal identification number, but cannot be charged for a onetime reissue of the same or new number.

Subsequent losses of the personal identification number may be charged at no more than $5 per instance.

Consumers making written requests by mail may pay fees by check, money order, or credit card; those making telephone or electronic requests may pay by credit card only.

The law is effective the day following final enactment and applies to security freezes placed, temporarily lifted, or removed on or after that date.
