Simplifies reporting requirements by making programs subject to reporting requirements under Minnesota Statutes section 116L.98 instead of requiring detailed January 1 annual reports to the commissioner.

Maintains core requirements that qualified programs must be 501(c)(3) nonprofits spending $15,000 or more per graduate and providing education in basic skills, thinking skills, and personal qualities.
