Amends Minnesota Statutes 2016, section 115A.51 to modify application requirements for state assistance in solid waste management projects.

Changes "shall" to "must" in application language and renumbers existing requirements from lettered (a)-(d) to numbered (1)-(4).

Adds new requirement (5) that applicants identify waste management objectives in county and regional solid waste management plans achievable only through public ownership and adequately balance achievement of those objectives against plans to encourage private industry ownership and protect existing facilities from displacement.

Requires applicants to submit a copy of their application to each solid waste management facility mentioned in the requirement addressing public ownership within five days of filing with the agency.

Effective date is the day following final enactment.
