Requires legislative approval under section 16A.1283 before the Pollution Control Agency can raise fees for water pollution control training, subsurface sewage treatment system personnel training, wastewater discharge certifications, laboratory certifications, and water permits.

Adds legislative approval requirement to section 115.84, subdivision 2, removing the agency's previous authority to adopt fee rules without legislative oversight for laboratory certification programs.

Modifies section 116.07, subdivision 4d, to make water permit fees and certain air permit fees subject to legislative approval under section 16A.1283.

Applies the legislative approval requirement to existing fee-setting authority for training programs, certification programs, and permit fees across multiple sections of Minnesota Statutes.
