Modifies "world's best workforce" definition to focus on third-grade literacy goals, with 90 percent of third graders achieving grade-level literacy and no student group below 85 percent by 2025.

Adds six performance measures for school districts: academic achievement gaps, rigorous course taking, Minnesota Comprehensive Assessments results, high school graduation rates, career and college readiness indicators, school readiness measurement, and student attendance or other success indicators.

Changes school site teams from mandatory to discretionary, allowing school boards to establish site teams rather than requiring them.

Changes language from "shall" to "must" throughout and restructures district advisory committee requirements into subsections with clearer duties around academic standards, assessments, teacher diversity, and English learner support.

Repeals subdivision 7 requiring periodic surveys of affected constituencies about school satisfaction, effective for the 2018-2019 school year and later.
