Creates immunity from liability for real property owners if they believe in good faith that an animal is an assistance animal or the animal is represented as one, provided the injury or damage is not caused by the owner's negligence.

Establishes a crime for intentionally misrepresenting an animal as a service animal or service animal in training in any place of public accommodation to obtain rights or privileges, with knowledge the person is not entitled to them.

First violation of misrepresentation is a petty misdemeanor; second or subsequent violations are a misdemeanor.

Allows conspicuous notice signs to be posted in places of public accommodation informing the public that misrepresenting an animal as a service animal is illegal.

Directs the Council on Disability to prepare a brochure for businesses detailing permissible questions to determine if an animal is a service animal and guidelines defining unacceptable behavior, effective August 1, 2018.
