• Amends St. Louis County civil service statutes to replace outdated terminology "civil service" with "human resources" throughout Minnesota Statutes chapter 383C.

• Removes obsolete language and procedures, including repealing six sections (383C.036, 383C.047, 383C.049, 383C.052, 383C.053, 383C.059) that are no longer applicable.

• Modifies hiring and employment procedures including temporary appointment duration limits (six months unless extended), probationary period extensions up to 24 calendar months for employees needing work accommodations, and clarifies the process for certifying candidates from employment lists.

• Updates references to court bailiffs and deputy directors in the unclassified service designation and removes outdated provisions regarding compulsory retirement and home demonstration agents.

• Becomes effective upon St. Louis County Board of Commissioners' compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
