Changes eligibility for postsecondary transportation aid from income-based (at or below federal poverty level) to eligibility for free or reduced-price meals for both regular and alternative pupils.

Replaces fixed reimbursement rate of 15 cents per mile with the United States Internal Revenue Service business standard mileage rate per mile traveled.

Maintains maximum reimbursement limits of 250 miles per week, with extended limits for institutions more than 25 miles from secondary school.

Defines "necessary transportation costs" to include private vehicles, bus, taxi, and other shared vehicle transportation.

Increases fiscal year 2019 appropriation for enrollment options transportation from $29,000 to $31,000, effective fiscal year 2019 and later.
