Expands who can initiate expiration of metropolitan agricultural preserves to include state agencies and governmental units, in addition to landowners and authorities.

Agricultural preserve designation expires immediately when a state agency or governmental unit purchases property or obtains an easement for creating or expanding a public trail or park, applying only to the acquired portion.

Acquiring state agencies or governmental units must notify the authority of expiration, specifying the property portion being removed and expiration date.

Appropriates $500,000 from bond proceeds to the commissioner of natural resources for predesign and design of the Gateway Trail from William O'Brien State Park to downtown Scandia, with at least 10 percent granted to the city of Scandia for local involvement and safe connections.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $500,000 to provide the Gateway Trail predesign and design funding.
