Expands the birth defect information system to include fetal deaths that are reportable under section 144.222, in addition to birth defects resulting in live births.

Parents or legal guardians must be informed at initial data collection that they can request removal of personal identifying information from the birth defects information system at any time using a written form.

Allows parents or legal guardians to elect one-time data collection within one year of birth or fetal death with immediate destruction of all personally identifying information upon receipt.

Requires the commissioner to advise parents or legal guardians that opting out will prevent the commissioner from informing them of information related to prevention, treatment, or cause of a particular birth defect.

Changes language to clarify that objections to maintaining birth defects information apply to parents or legal guardians generally, not just those of infants.
