Creates exception to hospital bed moratorium allowing commissioner to approve up to 100 new mental health and substance use disorder beds annually if projects demonstrate community support, collaboration with local providers, and documented need from emergency services data.

Modifies license transfer rules to allow mental health centers, clinics, residential programs, and substance use disorder treatment programs to transfer licenses between Minnesota nonprofit corporations meeting the same license type requirement.

Removes assessment of need process requirements for substance use disorder treatment programs under Minnesota Rules while allowing commissioner to deny licenses if local services are sufficient and new services would be detrimental.

Establishes grants for community-based competency assessment and restoration services for individuals found incapable of understanding criminal proceedings, requiring demonstration of collaboration between county/tribal services, mental health providers, and courts.

Appropriates $500,000 in fiscal year 2019 for ongoing transition grants to facilitate discharges from Anoka Metro Regional Treatment Center and Minnesota Security Hospital; authorizes additional funding for pilot projects providing hybrid intensive residential treatment services for justice-involved individuals.
