Defines "state-sponsored life insurance program" as the life insurance program exclusively offered to Minnesota National Guard members through the National Guard Association of Minnesota pursuant to Public Law 93-289.

Designates the adjutant general as the official sponsor of the Minnesota National Guard state-sponsored life insurance program.

Requires the adjutant general to allow, facilitate, and coordinate efforts to make the state-sponsored life insurance program available to all Minnesota National Guard members and provide purchase opportunities.

Authorizes state-sponsored life insurance program representatives to provide briefings to Minnesota National Guard units during annual training and drill weekends to educate members on benefits.

Allows the adjutant general to facilitate requested allotments with the United States Property and Fiscal Office and permits members to change or designate beneficiaries.
