Increases the maximum nameplate capacity for solar energy systems eligible for the incentive program from 20 kilowatts to 40 kilowatts direct current or less.

Allows utilities to include projects up to 40 kilowatts without requiring approval from the commissioner of commerce, streamlining the program modification process.

Modifies the solar energy standard for public utilities with more than 200,000 customers to require at least 10 percent of the 1.5 percent solar goal be met by systems of 40 kilowatts or less, up from the previous 20 kilowatt threshold.

For utilities with 50,000 to 200,000 customers, establishes a requirement that at least 10 percent of the 1.5 percent solar goal be met by systems of 40 kilowatts or less, with allowance for community solar garden subscriptions.

Establishes a state energy goal that by 2030, 10 percent of retail electric sales in Minnesota be generated by solar energy.
