Creates Minnesota Statute section 123B.32 as a directory of cross-references to existing statutes governing school district flexibility in prekindergarten through grade 12 education.

Authorizes school districts to determine circumstances for recognizing outside rigorous coursework that meets graduation standards, award world language certificates and community service credits, and implement advanced placement and international baccalaureate programs.

Permits school districts to establish alternative teacher pay systems, staff exchange programs, faculty exchange programs, teaching residency programs, teacher mentoring programs, and teacher centers.

Allows multiple school districts to enter into agreements for administrative efficiency, service cooperatives, technology centers, secondary pupil instruction, and facility operations, and permits districts to form education districts and family services collaboratives.

Enables school districts to establish early learning programs, career and technical education programs, site-governed schools, full-service community schools, flexible learning year programs, e-learning day plans, community education programs, and alternative learning centers.

Effective the day following final enactment.
