Appropriates $1,000,000 for 2018 and $1,500,000 for 2019 to the Sanneh Foundation for academic and behavioral intervention programs targeting low-performing and chronically absent students with focus on low-income students and students of color.

Requires funds be used to establish programs in schools where the Sanneh Foundation does not currently operate as of June 30, 2017, with goals of decreasing absenteeism, encouraging school engagement, improving grades, and improving graduation rates.

Allows grants to be used for all-day, in-school, and before- and after-school academic and behavioral interventions throughout the school year and during summer.

Permits grants to enhance career exploration opportunities including business activities and develop pathways in cooperation with higher education partners for participants to pursue careers in education and youth development.

Designates this as a onetime appropriation with any unused first-year balance carrying forward to the second year.
