Establishes state licensing requirements for transportation network companies (TNCs) with annual fee of $5,000, prohibiting per-driver or per-vehicle fees.

Requires TNCs to implement driver qualifications including background checks, driving history review, and disqualification for multiple moving violations, felonies, and sex offender status within specified timeframes.

Mandates TNCs maintain zero-tolerance intoxicating substance policies, nondiscrimination policies covering protected classes and service animals, and provide accessibility accommodations for wheelchair-accessible vehicles.

Specifies TNC vehicle requirements including safety inspections, four-door passenger vehicles with maximum 8 passengers, and distinctive signage with specified lighting restrictions (maximum 5 candlepower, no red/amber/blue colors).

Preempts all local and political subdivision regulations on TNCs while allowing airports to charge reasonable fees and adopt reasonable operational regulations; effective January 1, 2019.
