Changes the "safe schools levy" to "safe schools revenue" and makes charter schools eligible for safe schools aid under Minnesota Statutes section 126C.44.

Establishes safe schools revenue equal to the sum of a $36 per adjusted pupil unit levy plus state aid, with specific dollar amounts for aid to be determined.

Permits use of safe schools revenue for nine authorized purposes including officer salaries, drug abuse prevention, gang resistance education, school security, mental health professionals, licensed counselors, facility security enhancements, and school climate improvements.

Requires the commissioner of education to deliver an annual report by January 15 detailing district-level expenditures of safe schools revenue by authorized purpose to legislative committees with K-12 education jurisdiction.

Appropriates an unspecified amount from the general fund for safe schools aid in fiscal year 2019, effective for revenue in fiscal year 2019 and later.
