• High school students are not required to achieve a specified score or proficiency level on state assessments to graduate; students encouraged but not required to participate in nationally recognized college entrance exams

• School districts must pay college entrance exam fees one time for interested grade 11-12 students eligible for free or reduced-price meals; districts may require other students to pay fees but must waive costs for students unable to pay

• State assessment results must be available to districts within three school days for diagnostic purposes, with growth information and performance data supporting teachers and administrators in improving student instruction

• Repeals Minnesota Statutes section 120B.299 which contained definitions related to growth measures, value-added assessments, and proficiency reporting
