Extends Commission member terms from three years to four years, with a maximum of three consecutive terms and 12 years total service.

Updates the two major duties to include researching and formulating plans addressing the needs of deaf, deafblind, and hard-of-hearing persons, and coordinating interdepartmental goals and services among state departments and private providers.

Changes compensation and vacancy procedures to reference Minnesota Statutes section 15.059 instead of 15.0575.

Designates three at-large members and four advisory committee members to have terms ending in January 2019, with remaining members' terms ending January 2020, establishing a staggered transition schedule.
