• Restructures Metropolitan Council membership from 17 members (including chair) to 29 members total, with the chair as the 29th voting member appointed by the governor with senate consent

• Eliminates the Transportation Advisory Board and replaces it with a technical advisory committee composed of professional staff from local governments and agencies involved in transportation

• Changes council member appointment process so local elected officials are appointed by municipal committees for each district rather than by the governor, serving staggered four-year terms

• Sets Metropolitan Council chair compensation at $40,000 per year plus expenses and non-chair members at $55 per day for council activities, subject to salary limits of 120% of governor's salary adjusted annually for inflation
