Changes the English learner concentration percentage divisor from 11.5 to 23, reducing the pupil units calculation and increasing funding per English learner student effective for fiscal year 2019 and later.

Increases the per-pupil funding multiplier for English learner revenue from $250 to $500 per English learner pupil unit under basic skills revenue.

Amends general education aid appropriations with the 2019 appropriation amount to be determined, including $705,024,000 allocated for 2018.

Applies all changes retroactively for revenue calculations beginning in fiscal year 2019.
