Amends Minnesota Statutes section 124E.11 to modify charter school admission requirements and enrollment procedures.

Expands geographic preference requirement to include charter schools located in the city of Nerstrand in Rice County (in addition to existing Duluth township requirement), requiring them to give enrollment preference to students residing within a five-mile radius.

Requires charter schools in Duluth township or Nerstrand that admit kindergarten through grade 6 to also give enrollment preference to siblings of enrolled children.

Maintains existing provisions requiring charter schools to develop and publish lottery policies when application numbers exceed capacity, and prohibiting admission based on intellectual ability, achievement measures, aptitude, or athletic ability.

Preserves special enrollment preferences for staff children, foster children, and students from the school's free preschool or prekindergarten program.
