Commissioner of education must develop an academic achievement rating system to provide parents and students with student performance and growth overview in schools and districts.

Each school and district receives a star rating (1-5 stars) and academic achievement score (0-100 scale) based on equally weighted factors including proficiency rates, academic growth, graduation rates, and achievement gap scores.

Primary schools rated on: reading and math proficiency, reading and math growth rates, low-income student achievement gap score, and students of color achievement gap score.

High schools rated on: reading and math proficiency, four-year graduation rate gap score, low-income student achievement gap score, and students of color achievement gap score.

Districts rated on: third and ninth grade reading proficiency, low-income and students of color achievement gap scores, ninth grade math proficiency, and four-year high school graduation rate.
