Prohibits health plan companies and pharmacy benefit managers from contractually preventing pharmacies from disclosing required pricing information to patients.

Prohibits contractual restrictions preventing pharmacists from informing patients when their health plan co-payment is greater than the out-of-pocket cost at the pharmacy's usual and customary price.

Requires pharmacy benefit manager contracts with pharmacies to allow synchronization of prescription drug refills for patients on at least one occasion per year, if specified medical and formulary criteria are met.

Requires pharmacy benefit managers to apply prorated daily patient cost-sharing rates for synchronized refills, while dispensing fees remain non-prorated and based on the number of prescriptions filled or refilled.
